hip to be right-wing?

Not in my books.

I thought this was good for a laugh or two. It looks the like Conservative Party solution to their youth problem: Don't give them any real power within the party, instead, give them a website.

Watch out! Here come the fiscally conservative radical youth of the CPC! :P

1) Conservatives can be activists
b) Young people are given power in the party in the same way any other member of the party is given power.

Activism has become so narrowly defined by some that it is only considered activism if it follows a certain ideology.

Some of the strongly pro-grassroots members of the CPC would be considered pretty strong activists, if you consider it, for an example.

Grassroots seems to be one of those great words which was stomped to death by egotistical politicians (every time I hear it, I think of Stockwell Day... eww)
