After having made 18 Senate appointments in December 2008, is there any reason to believe (barring an election defeat) that Prime Minister Stephen Harper won't make appointments to fill the 12 scheduled Senate vacancies in 2009?

Yes - before the inevitable election but at least this time the appointments will not be while Parliament is Prorogued.
If he was able to appoint all 12, what would that leave the partisan counts at? I can't seem to find that info.

Yes, but the criteria will remain the same... each will commit to resigning and running in a election if the Senate is reformed.
They may have committed to it now, but there's nothing to stop them from following the example already set by Harper, and coming up with some excuse to break their commitments.
With Mike Duffy leading the charge, Senate reform should happen by the time he retires in 2030.
You're awfully silent on the "Tiny Perfect Blog" question about a new Alberta Party/ALP scheme.
Thanks for the link. I used it here. I'm awkwardly trying to argue that the Conservatives under Harper don't represent Canadians since the party doesn't seem to believe in anything it campaigned on.
